In brief, there are foundations that hand out funds to people who will use the money to achieve goals that the foundation supports.
For example, if you were to start a program to helps adults who dropped out of high school so that they will complete a GED and increase their chances of becoming employed, you would find a foundation that supports such efforts. Then, you write out your plan for how your organization will succeed in its efforts, and you show how you need X number of dollars to make it happen. The foundation reviews your request. If they find it suitable and attainable, they just might give you the money. If not, so sorry.
