ELIGIBILITY REQUIREMENTS: Applicant Eligibility: States, units of general local government, Indian tribes, areawide planning organizations, groups designated by such governmental units to assist them in carrying out assistance under Title I of Public Law 93-383 and qualified groups. Specifications for respondents to competitive request for proposals are stated in the request documents. Beneficiary Eligibility: States, units of general local government, Indian tribes and Alaska natives, entities participating or actively intending to participate in the planning, developing, or administering of a Community Development Block Grant program. Credentials/Documentation: Costs will be determined in accordance with OMB Circular No. A-87 for State and local governments, OMB Circular A-122 For Non-Profit Organizations. APPLICATION AND AWARD PROCESS: Preapplication Coordination: None. This program is excluded from coverage under E.O. 12372. Application Procedure: Proposals may be submitted in response to competitions and solicitations. The Federal Register publication detailing each competition spells out the submission requirements.
