Allotments reserved for Marshall Islands, Micronesia and Palau shall be awarded competitively pursuant to recommendations by the Pacific Region Educational Laboratory to Guam, American Samoa, Northern Mariana Islands, Marshall Islands, Micronesia, or Palau.
