ASSISTANCE CONSIDERATIONS: Formula and Matching Requirements: Title II - Title II-A Funds are allotted to the States under the following formula: one-third on the basis of areas of substantial unemployment (areas with an average unemployment rate of at least 6.5 percent), one-third on the basis of excess unemployment (above 4.5 percent), and one-third on the basis of the relative number of economically disadvantaged persons. Of the total grant allotted to each State, the Governor allocated 77 percent to the service delivery areas for training services. The remaining 23 percent of the grant was available as follows: 8 percent for State education coordination and grants; 5 percent for incentive grants and technical assistance to service delivery areas; 5 percent for the Governor's training program for older workers; and 5 percent for other State training programs, State administrative and auditing costs, and funding of the State Job Training Coordinating Council.
