APPLICATION AND AWARD PROCESS: Pre-application Coordination: This program is excluded from coverage under EO. 12372. Application Procedure: Standard Form 424, Application for Federal Assistance, shall be submitted, along with the program narrative and other forms as required by the application annual or biannual Solicitation for Grant Application (SGA). This program is subject to the provisions of OMB Circular No. A-102 (29 CFR Part 97). Award Procedure: The Office of the Assistant Secretary for Administration and Management, and the Assistant Secretary for Veterans Employment and Training are responsible for all funding decisions regarding this program.
